This recipe makes for 39 dumplings with a small dough left.
Could use xiao gao jie’s magic ingredients chicken dumplings as the guideline for adjustments

Beef cilantro dumplings的做法
Make dough: mix 1.7 cup flour (3/2 cup + 3 tbsp + 0.6 tsp), 1/4 tsp salt, and 0.68 cup (1/2 cup + 2 tbsp + 2.6 tsp) of water. Rest for 20 mins then roll for 1 min to a smooth dough. Rest for 1 hour to use. note:rule of thumb - ratio flour:water = 2.5:1
Put ground beef in a mixing bowl. Add 1 tbsp soy sauce, 1/2 tsp minced ginger, 1/2 tsp white pepper powder, 1/4 minced onion, 1/2 tsp salt to the ground beef. Heat up 2.5 tbsp vegetable oil and pour it on top of onions. Add 1 tbsp mirin. Mix the stuffing well till it starts to get gelatinous
Mince 132 g cilantro (mainly stem; too much leaves will become bitter easily). Add 1 tsp sesame oil to the minced cilantro.
Add cilantro to the ground beef and mix well.
Assemble them!
Add oil to the pan. No need to heat it up too much. Add dumplings, then add 1/4 cup of water. Medium low heat for 5 - 6 mins with lid on. Remove the lid and pan fry for 1 min.
Dipping sauce: chop up some garlic and generously pour vinegar on top!
